The Executive Secretary

His Excellency Ambassador Ado ELHADJI ABOU

Previously Secretary General of Niger’s Ministry of Foreign Affairs and Cooperation, Mr. Ado ELHADJI ABOU was Niger’s Ambassador to France (2015-2021), with accreditations to the United Kingdom, the Kingdom of Spain, Portugal and Monaco.

Ambassador of Niger to the Swiss Confederation and Permanent Representative to the United Nations Office and other International Organizations in Geneva, then Ambassador to the Federal Republic of Austria and the United Nations Office and International Institutions in Vienna (2013-2015).

He was also Diplomatic Advisor to the President of Niger and Deputy Secretary General (2005-2011), and served as Director at the Ministry of Foreign Affairs in Niamey (Niger).

He took office as Executive Secretary of CEN-SAD in July 2023, replacing Mr. BRIGI RAFINI.

The office

The Office of the CEN-SAD Executive Secretariat coordinates the organization's activities through a dedicated team, including the Protocol, Translation, Communication and IT departments.

The Office of the Executive Secretariat of CEN-SAD ensures the smooth running and coordination of the organization’s activities.

Headed by the Directeur de Cabinet, it comprises a multi-disciplinary team with specific roles: the Secrétaire Particulier, the Protocol & Conference Service and the Translation Service guarantee the efficiency of official exchanges and communications. The Press & Communication Service, the IT & Network Administration team, and the Order and Filing Office all contribute, each in their own field, to the dissemination of information, the management of IT systems and the safekeeping of essential documents. The Advisors complete the team by contributing their strategic expertise in support of the Executive Secretary’s missions.

Departments

CEN-SAD departments manage key sectors such as administration, economy, security and infrastructure to support the integration of member states.

The CEN-SAD Executive Secretariat is structured into various departments, each specialized in supporting integration and development in the community space. The Administration & Finance Department manages administrative and financial aspects, including human resources and logistics. The Economic & Commercial Affairs Department promotes cooperation and economic development between member states, encouraging the private sector and investment.

At the same time, the Education, Health & Social Affairs Department develops policies to improve the quality of community life. The Rural Development & Environment Department focuses on agriculture and the rural economy, while the Legal Department provides legal support and strengthens the rule of law. The Peace & Security Department is committed to promoting regional stability and security.

Sports, Arts and Culture are promoted as vectors of cooperation and exchange, and the Infrastructure, Transport, Energy and ICT Department oversees the development of infrastructure networks and information technologies to facilitate regional integration.
